whistleblower complaint, Adell Cothorne, the former principal of an award-winning, Noyes Education Campus in D.C filed in May 2011, under the false Claims Act on behalf of the federal government that accused teachers and administrators of cheating on standardized tests to win cash bonuses and free steak dinners at high-priced restaurants former Chancellor Michelle Rhee promised.
